Localizing the implementation of SALaR in the Philippines, the Asian NGO Coalition for Agrarian Reform and Rural Development in close collaboration with Xavier Science Foundation, Inc. (XSF) have partnered with three Indigenous Peoples Organizations (IPOs) [ in the province of Bukidnon, Northern Mindanao, Philippines.
The targeted rural poor smallholder farmers are the indigenous peoples (IPs) given that they are among the poorest and the most disadvantaged social group in the country. Illiteracy, unemployment and incidence of poverty are much higher among them than the rest of the population. Settlements of IPs are remote, without access to basic services, and are characterized by a high incidence of morbidity, mortality and malnutrition. The sector remains as one of the most under-represented sectors in the governance of the Philippines.
Indigenous peoples are especially vulnerable as most of the remaining natural resources in the country are found along with the ecosystem services that are crucial in ensuring the human survival such as watersheds, are found within the traditional lands of the indigenous communities, and mostly in the southern part of the Philippines – Northern Mindanao region.
In particular, these three IPOs include:
Ancestral Domain of Miarayon Lapok Lirongan Tinaytayan Talaandig Tribal Association (MILALITTRA)
The MILALITTRA Ancestral Domain covers four barangays (Miarayon, Lapok, Lirongan, and San Miguel) in the municipality of Talakag, Bukidnon Province. The four barangays are collectively known as Miarayon Region. A Certificate of Ancestral Domain Title (CADT) awarded to the tribal group of MILALITTRA governs the region and its people.
The Miarayon Region is located 57 kilometers from the Poblacion of Talakag and about 109 kilometers from the Provincial Capital of Bukidnon in Malaybalay City.
Ancestral Domain of Nagkahiusang Manobong Manununod sa Yutang Kabilin (NAMAMAYUK)
The Ancestral Domain of NAMAMAYUK covers Sitios San Guinto and Megbadiang in Barangay Bacusanon and Sitios Bugwak and Balmar in Barangay Nabaliwa, located in the Municipality of Pangantucan, Bukidnon Province. The municipality of Pangantucan is located approximately 75 kilometers south of Malaybalay City and about 166 kilometers from Cagayan de Oro City. The municipality is bounded on the south-west side by the province of Lanao del Sur, and the province of North Cotabato on the southern part. It has a land area of 46, 172 hectares and composed of 19 barangays.
The NAMAMAYUK indigenous people’s organization have formulated their Ancestral Domain Sustainable Development and Protection Plan (ADSDPP) in 2016 for submission to the National Commission on Indigenous Peoples (NCIP).
Ancestral Domain of Portulin Talaandig Tribal Association (PTTA)
The Ancestral Domain of PTTA covers the barangays of Portulin, New Eden, Concepcion, and La Roxas located in the municipality of Pangantucan.
Portulin came from the name “Datu Ulin” of the Talaandig tribe. Barangay Portulin has an elevation of 1,200 meters above sea level and characterized by slightly undulating and rolling upland areas surrounded by high mountains. The barangay has 4,867.50 hectares of forest. Of which, 1,452.50 hectares is recognized as alienable and disposable land, while the remaining 2,805 hectares are timberland.
PTTA formulated their ADSDPP and was submitted to the NCIP of Malaybalay City.
